The regulatory ledger is the hidden contract

If Cloudflare holds a user's private key, or converts dollars into a stablecoin, or moves value behalf of a merchant, it is likely to be classified as a money services business. The company would need federal MSB registration, state-level money transmitter licenses, sanctions screening, and AML controls. That is not a footnote. That is a product architecture.

This is where 'permanent identity ID' becomes important for reasons that have nothing to do with convenience. A permanent identity is a compliance feature.
